How does a "donate trading fees to charity" meme coin actually work?

Kept seeing this framing and realised i didn't fully understand the plumbing, so i worked it out. posting in case it's useful, and because i think i may still have one part wrong.

where the money comes from seems like the first thing to clarify. it's trading fees — the cut taken from buys and sells — rather than market cap or the token's supply. so when something says "x% of supply" or "x% of market cap" is being allocated somewhere, that isn't the same thing as actual income.

the part i'm most interested in is when the allocation is actually enforced:

1. promised in the description: can potentially be changed, so there's no guarantee

2. configured after launch: stronger, but presumably still depends on whoever controls the setting

3. set at creation and immutable: this seems like the strongest version because the creator can't simply change it later

the recipient matters too. if fees go to a wallet controlled by a person, there's still a trust assumption because someone has to actually send the money onward.

for verification, i'd expect the useful evidence to be on-chain: look at the relevant fee account and trace the outgoing transactions. if a claim can't ultimately be tied to transaction hashes, it's still just a claim.

one thing i still haven't figured out: when someone says "x% of fees," is that normally x% of the entire trading fee, or x% of the creator's portion after the fee is split? that's potentially a huge difference, and i haven't seen it explained consistently.

i know there are implementations where the allocation is enforced at creation, but i'm more interested in understanding the mechanism than promoting any particular platform.

anyone who's worked on this from the creator/developer side — how does the reporting actually work? that's the part i can't really see from outside.
